Role overview

The Chief Sovereign Operations Officer is a unique role born from Pantheion AI's core mandate: to deploy frontier AI on sovereign soil, within classified environments, for the most security-sensitive clients in the MENA region. You will own the design, build, and operation of Pantheion's three-tier sovereign infrastructure — Public, Restricted, and Classified (IL5/IL6 air-gapped) — and ensure that every aspect of Pantheion AI's operations meets the sovereign trust standards required by GCC governments, defense clients, and regulatory bodies. This role sits at the intersection of infrastructure engineering, government compliance, and sovereign geopolitics.

What you will do

Own the end-to-end design, procurement, and operation of Pantheion AI's sovereign compute infrastructure: 100–200 MW of classified-ready data centres across MENA AI zones in Phase 1, scaling to 1 GW+ by Tier 3
Establish and enforce Pantheion AI's three-tier data architecture — Public, Restricted, and Classified (air-gapped) environments — with zero cross-tier data leakage and full UAE data residency
Lead all sovereign compliance and certification programmes: SOC 2 Type II, ISO 27001, UAE AI governance certifications, and IL5/IL6 classified infrastructure accreditation
Build Pantheion AI's Constitutional AI governance operations — overseeing the interpretability lab, red-team adversarial testing programme, and quarterly safety reporting to GCC regulators
Manage Pantheion AI's regulatory engagement with SDAIA, ADIO, Qatar National AI, and UAE telecommunications and data protection authorities
Lead classified programme security — establishing security operations, personnel vetting, and physical security protocols to meet UAE government classified programme requirements
Own the operational relationship with GCC compute partners (HUMAIN, UAE Stargate, Ooredoo) and negotiate strategic infrastructure agreements
Oversee export control compliance: ensure all Pantheion AI technology development and deployment is ITAR-independent and compliant with applicable UAE and international export regulations

Required qualifications

Domain knowledge

15+ years of senior operational leadership experience, with a strong background in sovereign or classified infrastructure, government technology programmes, or national security operations
Deep expertise in classified computing environments — air-gapped infrastructure, data residency enforcement, and IL4/IL5/IL6 accreditation processes
Track record managing complex multi-stakeholder government compliance programmes in the GCC or equivalent sovereign environments
Understanding of AI governance frameworks, Constitutional AI principles, and GCC AI regulatory landscape
Ability to obtain and maintain the highest level of UAE security clearance
Arabic and English fluency — professional written and verbal command of both

Preferred qualifications

Bonus domain experience

Prior senior operational or security leadership role within UAE, Saudi, or Qatari government-linked organisations or classified programmes
Experience managing large-scale data centre procurement and operations (100 MW+) in the GCC
Familiarity with ITAR, EAR, and international export control frameworks from a technology operations perspective
Network within UAE CIRA, TDRA, or equivalent national cybersecurity and data protection bodies
Prior experience with AI safety operations, red-team programmes, or mechanistic interpretability in a government or defence context
